Industrial Relations Code (Removal of Difficulties) Order, 2025 Central 2025-12-08 Human, Labour and Employment Laws For the removal of difficulties, it is hereby clarified that the existing Labour Courts, Industrial Tribunals and National Industrial Tribunals constituted under the Industrial Disputes Act, 1947 (14 of 1947) shall continue to adjudicate the existing as well as new cases, for the purpose of ensuring continuity of adjudication and avoiding any legal or administrative vacuum until the constitution of Industrial Tribunals and National Industrial Tribunals under the Industrial Relations Code, 2020.
Hand Tools (Quality Control) Order, 2025 Central 2026-10-01 Regulatory Laws Hand tools shall conform to the standard mark prescribed by Bureau of Indian Standards.
Petroleum and Natural Gas Rules, 2025 Central 2025-12-09 Regulatory Laws
Environment, Health and Safety Laws
The new Rules have repealed Petroleum and Natural Gas Rules, 1959 and provides for the provisions of petroleum lease and allied activities.
Securities and Exchange Board of India (Registrars to an Issue and Share Transfer Agents) Regulations, 2025 Central 2025-12-15 Capital Market laws Securities and Exchange Board of India (Registrars to an Issue and Share Transfer Agents) Regulations, 1993 have been repealed by the new regulations. The new regulations have consolidated and amended the regulatory framework for registration of registrars to an issue and share transfer agents and specifying their general obligations and responsibilities and for matters connected therewith or incidental thereto.
Securities and Exchange Board of India (Informal Guidance) Scheme, 2025 Central 2025-12-01 Capital Market laws Securities and Exchange Board of India (Informal Guidance) Scheme, 2003 has ben repealed by the new Scheme. The following persons may apply for informal guidance under the Scheme:
(a) any intermediary registered with the Board;
(b) any person or entity, by whatever name called, who is appointed to manage the investments of a pooled investment vehicle registered or trustee of such pooled investment vehicle;
(c) any company whose securities are listed on a recognised stock exchange;
(d) any company which intends to get any of its securities listed and which has filed either a listing application with any stock exchange or a draft offer document with the Board;
(e) any acquirer or prospective acquirer under the Securities and Exchange Board of India(Substantial Acquisition of Shares and Takeovers) Regulations, 2011;
(f) any recognized stock exchange or clearing corporation; and(g)any depository registered with the Board.
Master Circular on Investment Guidelines under NPS in Non Government Sector Central 2025-12-10 Regulatory Laws The investment guidelines prescribed under this Master Circular shall apply to NPS Tier-I and Tier-II accounts in the Non-Government Sector (NGS). The NGS comprises all NPS sectors other than the Central/State Government (default), Corporate CG, NPS Lite and APY. This master circular supersedes the provisions of the earlier master circular 28.03.2025.
Master Circular on Investment Guidelines for Government Sector - UPS/NPS/APY

Central 2025-12-10 Regulatory Laws The investment guidelines prescribed under this Master Circular shall apply to CEOs of All Pension Funds and NPS Trust and all other NPS stake holders.
Jharkhand Professional Educational Institutions (Regulation of Fee) Act, 2025 Jharkhand 2025-11-14 Education and Training Laws It shall apply to all Higher Educational Institutions offering professional
educational courses in the State of Jharkhand.
Delhi School Education (Transparency in Fixation and Regulation of Fees) Rules, 2025 Delhi 2025-12-10 Education and Training Laws The Rules provide for transparency in the matter of fixation, regulation and collection of fee by schools in the National Capital Territory of Delhi.
Punjab State Electricity Regulatory Commission (Deviation Settlement Mechanism and related matters) Regulations, 2025 Punjab 2026-04-01 Regulatory Laws These Regulations shall apply to the seller (s) and buyer (s) involved in the transactions facilitated through short-term open access or medium term open access or long term access using intra-state transmission system and/or distribution system of electricity (and when such Intra-State system is used in conjunction with other Inter-State transmission system) subject to the prescribed conditions.
Chhattisgarh State Electricity Regulatory
Commission (Terms and Conditions for determination of Multi-Year Tariff)
Regulations, 2025
Chhattisgarh 2026-04-01 Regulatory Laws These Regulations shall be applicable for determination of tariff under Section 62 and for fees and charges of SLDC as per Section 32 (3) of the Act for the financial year 2026-27 to financial year 2029-30, and will remain in effect until these Regulations are superseded by new Regulations.

These Regulations shall apply to the following persons operating in the State of Chhattisgarh for determination of expected revenue from Tariff and charges and the methodology and procedure for determination of expected revenue from Tariff and charges:
(a) State Transmission Utility (STU);
(b) All generating stations supplying power directly or through State trading licensee(s) to distribution licensees of the State under long term agreement except generating stations which are subject to the jurisdiction of the Central Commission and also such renewable energy generating stations located in the State whose tariff is decided by the Commission under relevant Regulations and orders:
Provided that these Regulations shall also apply in all cases where a generating company has the arrangement for supply of coal from the integrated mine(s) allocated to it, for one or more of its specified end use generating stations, whose tariff is required to be determined by the Commission under Section 62 of the Act read with Section 86 thereof.
(c) All intra-State transmission licensee(s);
(d) All distribution licensee(s); and
(e) State Load Despatch Centre (SLDC)

Provided that in absence of any provision in these Regulations, the Commission shall be guided by norms specified under Central Electricity Regulatory Commission (Terms and Conditions of Tariff) Regulations, 2024 for such period as decided by Commission. 
Madhya Pradesh Wheat (Maximum Stock Limit and Stock Declaration) Control Order, 2025 Madhya Pradesh Yet to be notified Regulatory Laws The Order is applicable on all the wheat traders wherein they are required to declare the stock held by them on the specified portal at regular basis.
Sewage Treatment Plant (STP) Incentive Scheme, 2025 Ladakh 2025-12-17 Environment, Health and Safety Laws The Sewage Treatment Plant (STP) Incentive Scheme, 2025 shall apply to all hotels and guesthouses operating in the Union Territory of UT Ladakh that meet the following minimum criteria:
1. New and existing hotels and guesthouses operating in the Union Territory of Ladakh with room count of 10 to 19 rooms.
2. Should be Provisionally or Permanently registered with the Department of Tourism, UT Ladakh.
3. Should have relevant permissions or No Objection Certificate (NOC) to operate the hotel/ guesthouse in the UT Ladakh, as issued by the Competent Authorities from time to time.
