Health Trade License in Delhi for MCD Businesses

Since MCD's deregulation orders of May and June 2026, food businesses in MCD areas of Delhi use their FSSAI registration as a deemed licence, but 21 trades, from hotels and guest houses to gyms, spas, pools and salons, still need a full Health Trade Licence. For a health trade license in Delhi, LexComply confirms which route applies, sequences the fire safety certificate and files on MCD's portal.

Full Health Trade Licence for the 21 Trades

An application on MCD's health trade licensing portal for the 21 trades its order of 15 June 2026 keeps under full licensing, including hotels, guest houses, gyms, spas, swimming pools, salons, clubs and cinemas, filed in the right fee category.

Start My Application

Fire Safety Certificate First

MCD's 2025 terms ask designated trades to obtain a fire NOC from Delhi Fire Service before applying, and the health licence then runs only up to that certificate's validity. LexComply checks the 12-metre and floor-area thresholds and sequences both.

Deemed Licence Check for Food Businesses

Under MCD's order of 29 May 2026, an FSSAI registration or licence counts as a deemed health trade licence for food businesses, with MCD's fee still payable. LexComply confirms your trade qualifies and what you owe MCD.

Health Trade Licence Renewal

Renewal for FY 2026-27 opened on MCD's portal on 1 January 2026. LexComply files renewals on time and keeps the fire safety certificate current, because in designated trades the health licence lapses automatically when that certificate expires.

Plan My Renewal

Amendment, Merger and Surrender

A health trade licence is premises-specific, so a change in premises or ownership revokes it. LexComply files amendments and licence mergers on the portal, and the surrender MCD's 2025 terms require when premises are vacated.

How Health Trade Licence Registration Works With LexComply

Trade and Area Check

We confirm whether your premises in Delhi falls under MCD or NDMC, and whether your trade is one of the 21 that keep a full MCD licence, a food business covered by the deemed FSSAI route, or a trade MCD moved to general trade licensing in June 2026.

Fire NOC and Building Papers

Where Delhi Fire Service thresholds apply, such as lodging premises above 12 metres, we obtain the fire safety certificate first, then assemble the site plan, structural safety certificate and proof of legal occupancy, so the building file supports the licence before MCD sees it.

Trade-Specific Document File

We prepare the documents MCD's September 2026 circular lists for your trade, including identity proof, occupancy proof, the site plan, staff medical certificates with typhoid vaccination and pest control records, together with the common undertaking MCD's terms require from every applicant.

Filing on the MCD Portal

We file the application on MCD's health trade licensing portal, pay the registration charge and annual fee for your category, and answer each query from the zonal Deputy Health Officer. Every submission and acknowledgement is recorded for your audit trail and inspection file.

Renewal and Change Tracking

Your licence then sits in LexComply's compliance platform alongside every other obligation your Delhi premises carries. Renewal dates, the fire certificate it depends on and any change in premises or ownership are tracked, so the licence stays valid for each outlet you run.

Is outside support worth it

When a Health Trade Licence Needs a Specialist

A single gym or salon with a clear lease and a current fire certificate can often file on MCD's portal directly, and many food businesses now need only their FSSAI registration and MCD's fee. Outside support earns its place when you run several premises across MCD zones, when a fire safety certificate is pending, or when you are unsure which of MCD's three 2026 routes applies: full licence, deemed licence or general trade licence. LexComply confirms the route for each premises in writing before anything is filed.

Health Trade License in Delhi FAQs

What is a health trade license in Delhi?

A health trade license in Delhi is the licence the Municipal Corporation of Delhi's Public Health Department issues under the DMC Act, 1957, which MCD's 2026 orders cite as sections 417, 420, 421 and 422, for trades that affect public health. It is applied for on MCD's health trade licensing portal.

Who needs a health trade license in Delhi?

Since 15 June 2026, 21 trades in MCD areas keep the full licence, including gymnasiums, spas and wellness centres, swimming pools, barber shops and beauty parlours, guest and lodging houses, three-star and five-star hotels, clubs, cinemas and auditoriums. Food businesses use the deemed route, and eight trades moved to general trade licensing.

Has the health trade license been abolished in Delhi?

Partly. Under MCD's order of 29 May 2026, an FSSAI registration or licence is a deemed health trade licence for food businesses, with MCD's fee still payable. Orders of 15 June 2026 keep 21 trades under the full licence and move eight, such as laundries and chemists, to general trade licensing. NDMC made a similar change for food businesses in January 2026.

What is the health trade license fee in Delhi?

MCD charges a one-time registration charge plus an annual licence fee that depends on the trade. Under MCD's June 2026 list, a gymnasium pays ₹15,000 registration and ₹23,000 a year, a salon of up to five chairs ₹2,000 and ₹5,750, and a three-star hotel ₹25,000 and ₹1,15,000. MCD raises the annual fee by 15% every three financial years.

Is a fire NOC needed before a health trade license?

Yes, where Delhi Fire Service rules require a fire safety certificate. MCD's general terms of March 2025 ask those trades to obtain a fire NOC before applying, and the health trade licence then remains valid only up to the validity of that certificate. If the fire certificate is not renewed, the licence ceases automatically.

Which documents does a health trade license in Delhi need?

MCD's circular of September 2026 sets the documents for each trade for a fresh licence, including identity proof, proof of legal occupancy, a site plan, a structural safety certificate, a fire safety certificate where thresholds apply, staff medical certificates with typhoid vaccination and pest control records, alongside a common undertaking.

Can a health trade license be transferred to a new owner?

No. MCD's terms make the licence premises-specific and non-transferable, and any change in premises or ownership amounts to revocation. The only exception is transfer to legal heirs on merit after the licensee's death. A licensee who vacates the premises must inform MCD and surrender the licence.

Do I need a consultant for a health trade license in Delhi?

A single outlet with complete papers can apply for a health trade license in Delhi on MCD's portal directly. A consultant is worth engaging when you run several outlets, your fire safety certificate is pending, your premises sits near the MCD and NDMC boundary, or the trade category is unclear.
