What is a trade license for gym in Delhi?

In Delhi it is a health trade licence. MCD issues it to fitness centres, including gymnasiums, under section 417(1)(a) of the DMC Act, 1957. The licence confirms the premises may run as a gym in a conforming area and meets MCD's hygiene and safety conditions, such as trained instructors and a first aid kit.

Who issues a trade license for gym, MCD or NDMC?

Across most of Delhi, MCD's Public Health Department issues it through its online health trade licence portal. In the New Delhi Municipal Council area, NDMC's notification of 23 February 2026 treats a valid GST registration as a deemed licence, so no separate health licence is issued, but NDMC still recovers its licence fee and inspects. Is a trade license for gym still required after MCD's 2026 deregulation?

Yes. In May 2026 MCD made FSSAI registration a deemed health trade licence for food businesses, but its order of 15 June 2026 keeps Health Club/Gymnasium under the Public Health Department's health trade licensing, with licensing, inspection and enforcement continuing. Trades such as laundry and chemist shops moved to general trade licensing.

What documents does a trade license for gym need?

MCD's list for a gym covers applicant ID, proof of legal occupancy, a site plan, a structural safety certificate, a fire certificate where required, a staff list with medical certificates and a pest control certificate. A company adds a board resolution and a partnership adds the partnership deed and partners' NOC.

How much does a trade license for gym cost in Delhi?

MCD's order of 15 June 2026 lists ₹15,000 as registration charges and ₹23,000 as the annual licence fee for a health club or gymnasium. Fire NOC costs and LexComply's professional fee are separate, and we quote both before work starts.

Can a gym run from a residential building in Delhi?

Only in conforming areas. MCD's 2024 gym circular, following the Master Plan for Delhi 2021, allows fitness centres on residential plots abutting roads of a minimum width, for example 18 metres in A and B category colonies. A gym that started after 16 March 2020 on such a plot may use only the ground floor and basement.

Does a gym in Mumbai need an MCGM licence?

MCGM issues health licences under sections 394 and 412 of the MMC Act, 1888 through its Medical Health Officer, but its published Schedule M fee list has no separate entry for a gymnasium. Whether you need one depends on what else runs on site, such as a swimming pool or salon, so LexComply checks before filing.

Does a gym need a fire NOC?
