Factory Compliance Software for OSH Code and Licences

Plant heads and compliance teams in India now run factories under the OSH Code, 2020, which replaced the Factories Act, 1948 on 21 November 2025. LexComply is factory compliance software built by lawyers, Chartered Accountants and Company Secretaries. It tracks registers, returns, licences and contractor obligations across every plant, so each one has a named owner, a due date and the evidence an inspector or auditor will ask to see.

Our Factory Compliance Software Capabilities

Six capabilities of one platform, configured to the plants you run and the State rules that bind them.

OSH Code Register Tracking

Section 33 of the OSH Code, 2020 requires registers of work, hours, wages, leave, overtime and dangerous occurrences, kept electronically or otherwise. Each register becomes an allocated obligation with an owner, a frequency and stored evidence.

Factory Licence and Registration Tracker

The Registrations module holds every licence your plants carry, including the common licence under section 119 and establishment registration under section 3, with validity dates, while renewal obligations sit on the calendar with alerts to the owner.

Factory Returns and Event Reporting

Periodic returns, accident reports and closure intimations are mapped from the rules your appropriate Government has made, so each plant sees the deadlines that bind it, and alerts on new or extended due dates go out within 48 hours.

Contractor and Contract Labour Compliance

Contractors join as third parties and upload their own licences and challans, and a dedicated Auditor role lets your team or an external contract labour auditor verify them. Part I of Chapter XI applies at 50 or more contract workers.

EHS and Fire Safety Obligations

Environment, Health and Safety is one of 13 areas of law in the library, with environment and fire and safety coverage, so consents, fire certificates and safety duties sit in the same register as your labour obligations.

Multi-Plant Dashboards

A compliance health score with drill-down by plant, department, location and law shows which factory is behind and why. A 5-level responsibility matrix keeps every overdue item tied to a named person.

How Factory Compliance Management Is Set Up

Plant and Law Mapping

We map every factory, warehouse and office you run in India, with worker numbers, power use and contract labour, and confirm the State each sits in. The output is an approved compliance universe: the OSH Code, State rules and safety laws that bind each plant.

Library Configuration

Your approved universe is loaded from 150,000+ compliances across 10,000+ laws. A plant owner sees only the registers, returns, licences and safety duties that apply to that plant, each with its section reference, penal provision, criticality level and a plain-English AI summary.

Owners and Approvals

We configure the responsibility matrix for each plant: Performer, Reviewer, Approver and the dedicated Auditor role. Contractors and service providers are added as third parties, so their licences, challans and returns are uploaded, reviewed and checked on the same platform as your own.

Reporting and Evidence

Plant teams report by email, bulk Excel upload or login. AI reads uploaded challans and certificates, extracts the date, amount and certificate number, and marks the obligation complete, so the proof an inspector asks for sits against the obligation it closes.

Review and Inspection Readiness

Dashboards show compliance health by plant, State and law across India, with monthly review meetings and fortnightly alerts on changed obligations. LexComply states the platform reduces manual compliance effort by up to 80%, and every closed item keeps its evidence.

When Factory Compliance Software Earns Its Place

A single factory with a stable workforce under one State's rules can be run well on a register file, a checklist and a good consultant. Software earns its place when you run plants in several States, each moving from old Factories Rules to new OSH Code rules at its own pace, when contractors bring their own licences and challans onto your premises, or when an inspector, auditor or board needs proof of who owned each obligation and what closed it. LexComply does not file returns or issue licences. The output is an allocated, time-stamped register of every factory obligation with its evidence attached.

Why Choose LexComply for Factory Compliance Management?

Written by Practitioners Since 2015

Every obligation in the library is written and maintained by Chartered Accountants, Company Secretaries and lawyers. RSJ Lexsys was incorporated in New Delhi in 2015 and serves 450+ corporate clients across India.

State Rules, Not Just the Code

The OSH Code is one statute, but forms, fees and registers come from each State's rules. Applicability is mapped per plant, so a factory in Gujarat sees Gujarat's obligations rather than a generic list.

A Dedicated Auditor Role

Beyond Performer, Reviewer and Approver, an Auditor role lets internal teams or external auditors verify reported compliances independently. LexComply describes it as ideal for contract labour audits, Big 4 reviews and board assurance.

Cloud or On-Premise

The platform runs on a secure cloud hosted in a Tier-IV data centre with disaster recovery, or on-premise inside your own data centre, which suits plants whose IT policy keeps records in-house.

Factory Compliance Software FAQs

What is factory compliance software?

Factory compliance software holds every legal obligation a manufacturing plant carries, under the OSH Code, State rules and labour, environment and fire safety law, and allocates each to a named owner with a due date. It collects the evidence that closes each obligation and reports status by plant, so an inspection or audit is answered from one record.

Is the Factories Act, 1948 still in force?

No. The Occupational Safety, Health and Working Conditions Code, 2020 came into force on 21 November 2025 and repealed the Factories Act, 1948. Rules, forms and orders made under the old Act continue only to the extent they are not contrary to the Code, so many plants work with a mix of old State forms and new Code obligations while States finalise their rules.

What should a factory compliance checklist include?

Each line should name the obligation, the section or rule it comes from, the plant it applies to, its owner, how often it recurs and the evidence that proves it was done. Typical lines cover registration under section 3, the factory licence, section 33 registers, returns, accident reporting, contractor licences and fire and environment approvals.

Does factory compliance software track factory licence validity?

Yes. The Registrations module is a repository of every licence and registration your plants hold, and renewal obligations sit on the compliance calendar with alerts. Under section 119(5) of the OSH Code, a licence granted under the old law stays valid only for the period it was issued for, so the platform tracks that date and the fresh licence that must follow.

Does factory compliance software cover contract labour compliance?

Yes. Contractors, vendors and service providers join as third parties with their own access, upload licences, challans and returns, and your team verifies them through the Auditor role. Part I of Chapter XI of the OSH Code applies where 50 or more contract workers are employed, or were on any day of the preceding twelve months, unless the work is only intermittent or casual.

Does LexComply file factory returns or issue licences?

No. The platform tracks, allocates and evidences obligations. It does not file returns, certify compliance or issue licences, which stay with the employer and the authority your State designates. Where you want a licence application prepared, LexComply's registration services handle it as a separate engagement.

What does factory compliance software cost?

LexComply does not publish a price list. The fee is scoped on the number of plants and States you run, the users who report and the areas of law in your approved compliance universe, and a specialist quotes once that scope is agreed with you.

How does factory compliance software keep up with new State OSH rules?

As each State notifies its OSH Code rules, LexComply's legal team updates the forms, registers and due dates for plants in that State, keeps a version history against every compliance, and alerts the plant owner. 200+ government websites are monitored for these changes.
