Labour License Consultant in Delhi and Mumbai for Employers
Since 21 November 2025, a contractor engaging 50 or more contract labour needs a licence under section 47 of the OSH Code, 2020, which repealed the Contract Labour Act, 1970. As a labour license consultant in Delhi and Mumbai, LexComply checks whether the licence applies, files it with the authority designated under section 119, and tracks its five-year validity and work-order intimations on a platform used by 450+ corporate clients.

Our Contract Labour Licence Services
One route for the contractor's licence, the establishment's registration and what each requires once it is issued.
Contractor Licence Under Section 47
An application under section 47 of the OSH Code for a contractor who supplies or engages 50 or more contract labour, filed with the authority the appropriate Government designates under section 119 and checked against the applicable rules before filing.
Check ApplicabilityContract Labour Applicability Check
A written view on whether Part I of Chapter XI applies to you: 50 or more contract labour on any day of the preceding 12 months, unless only intermittent or casual work is done, within section 45(2).
See Labour Law AdvisorySingle Licence for Several States
For contractors working in more than 1 State, section 47(3) allows a single licence from the authority the Central Government designates, after the States concerned are consulted. LexComply prepares that application and follows the consultation through.
Discuss a Single LicenceEstablishment Registration Under Section 3
Registration of the establishment under section 3 of the OSH Code: a new establishment applies within 60 days, and one already registered under a Central labour law updates its particulars. Section 54 treats engaging an unlicensed contractor as a contravention.
See All RegistrationsValidity, Amendments and Old Licences
A section 47(1) licence is valid for 5 years for the number of contract labour it names. A licence held under the repealed 1970 Act stays valid only for its original period, after which section 119(5) requires a fresh one.
Plan My Next LicenceContract Labour Compliance Tracking
LexComply records each contractor licence with its 5-year expiry, the number of workers it covers and every work order intimated against it, so a lapsing licence or a headcount above its limit reaches the accountable owner first.

Is outside support worth it
Who Should Hire a Labour License Consultant
A contractor with one work order in one State and a stable headcount can often apply through the portal without help. Outside support earns its place when your contract workforce moves around the 50-worker threshold, when you work for principal employers in both Delhi and Mumbai, or when a licence taken under the repealed 1970 Act is nearing expiry and must be obtained afresh. Principal employers have a reason too: section 55(3) makes them liable for wages a contractor fails to pay. LexComply's output is applicability in writing, the licence filed in the right format, and every expiry tracked.

Why Choose LexComply for Contract Labour Licence Work?
Offices in New Delhi and Mumbai
LexComply's registered office is in Jangpura, New Delhi, and its associate office is in Mumbai, so contractors and principal employers in Delhi and Mumbai deal with one team for every licence and registration.
Written for the OSH Code
Every application is prepared under Chapter XI of the OSH Code, 2020. Where a State has not notified its own OSH rules, we confirm which earlier rules section 143(3) keeps in force before filing.
Expiry and Headcount on Record
Once issued, the licence's five-year expiry, each work-order intimation and the principal employer's wage exposure under section 55(3) are logged in one register, so the next application starts before the current licence lapses.
