Guidelines for Installation and Operation of Battery Swapping and
Charging Stations — reg.

The Guidelines for Installation and Operation of Battery Swapping and Charging Stations primarily provide a framework to facilitate the growth and development of electric vehicle (EV) infrastructure, focusing on safe and efficient charging and battery swapping practices. These guidelines aim to ensure that the stations are properly designed, installed, and operated to support a sustainable and reliable EV ecosystem.

As per the Owners of Battery Charging Station or Battery Swapping Station

a. shall be permitted to use an existing electricity connection with or without seeking an increase in the connected load, for charging the swappable batteries.

b. may deploy liquid-cooled swappable batteries for larger vehicles such as trucks and buses

The due date was extended by the ministry considering the request of Central Pollution Control Board (CPCB) in their letter dated 10.01.2025

Exemption from Packaging Rules:

As per the provisions of Clause (ia) of Schedule 1 of the said rules, Producers must ensure that all batteries or battery packs are appropriately marked with requisite labelling requirements as per the Bureau of Indian Standards (BIS).

However, these provisions will not apply to packaging covered under Rule 26 of the Legal Metrology (Packaged Commodities) Rules, 2011 i.e.,

(a)   Case if the net weight or measure of the commodity is ten grams or ten millilitre or less, if sold by weight or measure. Provided that the declaration in respect of maximum retail price and net quantity shall be declared on packages containing 10g to 20g or 10 ml to 20 ml.

Labelling requirements for Producers:

Producers may comply with the labelling requirements by printing a barcode/QR code with the EPR registration number on the

(a) battery or battery pack; or
(b) equipment having a battery or battery pack; or
(c) packaging of battery or battery pack; or
(d) packaging of the equipment having a battery or battery pack; or
(e) bulk packaging of batteries or battery packs, not for retail sale.

The EPR registration number must be printed on the product information brochure. CPCB will maintain and update a public list of compliant producers quarterly.
Further, the requirement to mark ‘Cd’ (Cadmium) or ‘Pb’ (Lead) on batteries does not apply if,
1. Cadmium content ≤ 0.002% (20 ppm)
2. Lead content ≤ 0.004% (40 ppm)
